Planning, Development, and Policy Making

 

ATS Specialists, Inc. has the capability of preparing such a strategic national plan and mitigation system. This know-how is based on our experience in disasters in Israel, as well as from lessons learned from disasters in different countries, where we either took part in the rescue efforts or studied case histories.
Provide expertise in emergency management policymaking to each of the potential threats to a specific area, which has to be evaluated concerning the extent, magnitude and probability of its occurrence.

This is defined by the specific threat, relating to the damage extent, the definition of response and the major fields of action. Each situation is evaluated and the key commanding agency is determined. Evaluations of the capability of the services/agencies in the area to act and respond to each event to define and assure a uniform method of operation, based on a coordinated doctrine, for all agencies and emergency services, that may take part in the response.

This coordination would include a timetable and a specific response schedule, command and control definitions and communication means and procedures. This would include definition of orders and procedures for all participating agencies, services, the community and the population at risk. Included is how to conduct exercises within organizations and especially in inter-organizational systems and draw lessons from these exercises. Studies include legislation by defining the proper laws, codes and directives for preparedness, protective means and infrastructure needed for the population, community, organizations and industry.

  • Establishing a security policy with the client (at the strategic level)
  • Advising, planning and implementing security at the tactical level, including establishing special frameworks
  • Advising, planning and implementing security at the technological level (entry control systems, control and command systems, closed circuit systems, alarm systems, early warning systems, protection against break-ins, penetration and booby-trapped cars, etc.)
  • Reviewing, reorganizing, supervising and controlling protection procedures
  • Becoming familiar with the client’s needs, and proposing "made-to-order" security solutions: *identifying and examining possible threats and hazards *defining solutions and possible courses of action *planning protective actions and steps to be taken *planning and adapting protection procedures and directives suited to the client’s needs *preparing field and emergency kits, including automated field kits, video cassettes, and ensuring that they are constantly updated
  • Carrying out periodic drills and supervising the security system
  • Training and assimilating work procedures
    A variety of courses and training sessions for land, air and sea security: *planning and carrying out security activities *training commanders and heads of security *establishing special units *armed protection *operational activities *controlled entry *security measures for travelers/visitors.
